ORSC offers services that assist persons with disabilities in achieving competitive employment. These services include diagnostic (medical, psychological, vocational evaluation); vocational counseling; physical restoration; vocational training; job seeking skills training and placement; jon coaching; and occupational tools and equipment.

Eligibility is based on three factors:

  1. The individual has a physical or mental impairment, which constitutes or results in a substantial impediment to employment.
  2. The individual can benefit from services in terms of employment outcome.
  3. The individual requires vocational rehabilitation services to prepare for, secure, retain, or regain employment.

The Family Learning and Development Center offers several programs to improve literacy, develop vocation skills, and provide support services. These include:

ABLE Program

The ABLE program provides adults with a second chance to master basic skills and is free to Wayne County area adults who want the following:

Even Start

Mature Services, Inc.

Wooster Senior Employment Center

Welcome, Where Experience Meets Opportunity!

The Senior Employment Center provides community-based services to train, motivate, and empower mature workers through the Senior Community Service Employment Program (SCSEP), an initiative funded by the U.S. Department of Labor as a part of TITLE V of the Older Americans Act. This federally subsidized program helps mature workers update/gain valuable skills and develop confidence with paid, part-time training experiences at local nonprofit and government agencies. The organization (host agency) benefits from the older worker’s experience, reliability and skills; at the same time, the older workers are provided with on-the-job training in a variety of skill areas enable them to find unsubsidized employment.

Older workers are trained for a variety of positions in the field of accounting, administrative assistant, cook assistant, data entry, driver, file clerk, food service worker, home health aide, janitorial and maintenance services, receptionist, and much more. To qualify for the program, a person must be at least 55-years-old, have limited income, live in Medina, Wayne, Holmes, Ashland, or Richland Counties, want to learn new skills and become self-sufficient. There is no upper age limit and there are people who have successfully worked in the program into their 80’s and 90’s.

Mental Health & Recovery Board of Wayne and Holmes Counties

The Mental Health & Recovery Board is comprised of volunteer citizens and is commissioned under Ohio law to serve as the local mental health and substance abuse authority for Wayne and Holmes Counties. The Board's purpose is to assess community needs and to plan, organize and manage public resources so essential services are provided.

A network of service agencies contract with the Board to provide the following general services to the two county district:

  • Comprehensive mental health services to the residents of Wayne and Holmes counties: psychiatry, psychology, social work, counseling and nursing.
  • Services to victims of domestic violence and sexual assault
  • Chemical dependency screening, assessment, outpatient counseling, and intensive outpatient counseling.
  • Prevention and educational services designed to reduce risk among youth and adults.
  • Services and service arrangements for troubled children and families. Help with problems, which affect their daily lives.
  • Residential treatment program for boys. Treatment foster care programs for boys and girls.
  • Employee Assistance Programs include: training, counseling services, and educational services for workers and employers. Presentations on Ohio’s Drug Free Workplace may also be scheduled.
  • Special Employee Assistance Packages include specialized training, collaborative service packages, mentoring, pre-employment groups, post-employment orientation, mentoring and retention, employment solutions curriculum.

Substance Abuse Treatment,
Education and Prevention Services

Taking Steps to Build a Healthier Community

Founded in 1974, STEPS is a private, non-profit organization dedicated to the prevention and treatment of substance abuse. We are the largest such organization in Wayne and Holmes counties. STEPS offers a full continuum of care for substance abusers and their families.

Our mission is to prevent and treat chemical dependency and abuse through education and treatment programs, for families and individuals, which meet community needs.

Drug-Free Workplace Training
STEPS can train your staff on how to create and maintain a drug-free workplace. Our services include assisting you with policy development and introducing new procedures to your workforce. These services can assist employers in meeting government requirements or in receiving Bureau of Worker’s Compensation discounts.

Screening and Referral Services
We can work with employees who have had on-the-job alcohol or other drug violations and assist them with the process of receiving needed interventions.

“GATEKEEPERS” Training
STEPS staff offers education sessions on a variety of alcohol, tobacco, and other drug-related issues. Workshops can be from one hour to one day, and tailored to meet the needs of your business.

Intervention and Treatment Services
STEPS can support your employees with services that include early intervention, outpatient treatment, and residential services.

Counseling Center Employment Services:

Helping people obtain and maintain employment

The cycle of failure in employment cannot be broken until all of the factors impacting upon an individual’s ability to get and keep a job are addressed. This is especially true for someone dealing with mental illness.

The Counseling Center’s Employment Services are designed to improve each participant’s job seeking skills, to provide support during the job placement process and with coaching once the placement occurs. An integral part of the program is to provide ongoing support to increase successful adjustment to competitive employment and ultimately increased job retention.

Some of the skills participants need to develop include: completing job applications, writing resumes, and interviewing. Also included: Concentration on personal and interpersonal relations with supervisors and coworkers, appropriate work attire, punctuality, grooming and hygiene, socialization, transportation training, budgeting, coping skills and strategies, managing psychiatric symptoms in an appropriate manner, and the development of natural supports.

The Counseling Center’s Employment Services is nationally certified by the Commission of Accreditation of Rehabilitation Facilities and state certified by the Ohio Department of Mental Health.

The University Of Akron-Wayne College

Founded in 1972, Wayne College is the only regional branch of The University of Akron.
It is the College’s mission to provide high quality, accessible credit and noncredit educational opportunities to the citizens of Wayne, Medina and Holmes counties and surrounding areas, and to be a partner with and resource for the communities and organizations it serves.

With one primary and several smaller buildings, Wayne College has approximately 200,000 square feet on a campus of 160 acres on the north edge of the city of Orrville. The College has maintained a high degree of technical currency in its classrooms, labs and other facilities. The College has a state-of-the-art distance learning classroom, over 200 computers on campus accessible to students and wireless Internet access throughout the campus.

Wayne College enrolls approximately 1,700 students each semester for credit classes with another 2,000 participating in some manner of continuing education and/or workforce development training.

The College has 30 full-time faculty, 15 of whom hold doctorate degrees. The average full-time faculty member has a master's degree plus 20 semester hours of additional coursework and 12 years of teaching experience. The student-to-faculty ratio is 12 to 1 with an average class size of 18 students.

Career Services for Students

Wayne College offers career planning assistance to help undecided students explore majors and careers. A variety of career assessments are used to help students evaluate and understand their interests, values, abilities, and personality types and how all of these are related to career choice. Individual appointments are available with a career counselor for assistance with resume writing, skills assessment and interviewing practice. Workshops and career events are scheduled each semester.

Wayne College also has a career center in the upper D-wing, D-212. The center provides information on resumes, interviewing, cover letters, portfolios, job search strategies, career exploration and more. Some of the resources include books, DVD’s, videos, software, magazines, newsletters, assessment tests, employer information, job postings, a computer and internet accessibility and a mock interview room.

Noncredit Continuing Education

Wayne College offers a variety of noncredit courses, seminars and programs to provide educational opportunities for adults who want to upgrade work skills, seek professional development, certification or launch a new career.

The College’s noncredit, continuing education classes are designed to accommodate adults with busy lifestyles. Courses in a wide range of technology subjects from computer basics and keyboarding to industry and network certifications are offered in both day and evening sessions.

Professional development classes make it easy for individuals to enhance management skills or learn the newest techniques and theories. Industry-specific classes support the workforce development of our service area by offering approved Continuing Education Units (CEU's) for the medical and social service professions, as well as certifications for in-demand occupations in Wayne, Holmes and Medina counties.

Career programs in pharmacy technician, veterinary aide, AutoCAD, and Web development offer adults steps toward building new careers or enhancing current skills.

Wayne College's Computer Based Testing Center is dedicated to providing the highest quality testing environment, customer service and test security, integrity and reliability. It offers comprehensive, leading-edge, technology-based testing.

Think Outside the Box

The Wayne Economic Development Council is committed to promoting an orderly growth process in Wayne County that will encourage the expansion of existing business and industry and attract new business and industry with quality jobs into the area.

Acting as the Ohio Department of Development "local" liaison, the WEDC facilitates activities enabling local existing and potential new industries to participate in grant and financing programs offered locally and through the State of Ohio.

The WEDC recruits through marketing efforts and assists new industry with site selection, infrastructure needs, and incentive offerings. To assist existing industries, the council offers retention "tools" and facilitates resources necessary for expansion.

Wayne Metropolitan Housing Authority

The mission of the Wayne Metropolitan Housing Authority is to assist low-income families and individuals with safe, decent, and affordable housing as they strive to improve the quality of their lives. The housing authority is committed to operating in an efficient, ethical, and professional manner by adhering to its own core values and fostering partnerships with its client and appropriate community agencies.

Current Programs

Section 8 Housing Choice Voucher Program

Through the federally assisted Housing Choice Voucher Program, WMHA assists individuals and families by providing subsidized rents to private landlords. We currently have approximately 300 participating landlords assisting 850 families.

Public Housing

Residents pay 30% of their adjusted monthly income for rent and utilities. WMHA currently manages and maintains 224 units of public housing in Wayne County for low-income residents. These units consist of elderly, multi-family, single-family, and handicapped units.

Family Self-Sufficiency Program

The FSS program assists families in becoming independent of public assistance by promoting economic self-sufficiency among participating families that meet general eligibility criteria of the Section 8 Housing Choice Voucher Program.

Employee’s Assistance Program

This program provides assessment and referral services to employees of contracted employers. Employees are provided one assessment and one family assessment at no charge. Call us to discuss innovative approaches to creating Drug Free Employee pools.

Case Management

Case managers help facilitate involvement in counseling and assist clients with services that will be beneficial to their recovery.

Ohio Works First / Customers First

This Holmes county program helps participants become self-sufficient through education and / or employment.

Prevention and Education

Speakers are available to present programs covering such areas as anger management, signs of alcohol and other drug abuse, stress management, conflict resolution, assertiveness, communication, peer pressure, or family issues.

Pre-Employment Urine Screens

For $5.00, you may be screened for:

  • Cannabinoids
  • Opiates
  • Methamphetamines
  • Amphetamines
  • Cocaine

Tests can be done on the day of your job interview. If you are drug-free, you will be issued a certificate stating that you are drug-free. You may then present this certificate to your prospective employer to demonstrate you commitment to a drug-free lifestyle.
